Richard Sibbes was in many ways a man of his time, a time that saw the Church of England still recovering from the tumult of the Roman Catholic Queen Marh I and still adjusting to the peace under the Protestant monarchs Elizabeth I and James I.

Nevertheless, conflict remained over the shape and direction of the state religion. Parliament had reasserted the English monarch as head of the Anglican Church. It had mandated use of the Book of Common Prayer in church services. Ministers faced an important question: Would they refuse to conform to the new order? Or would they remain within the church and try to continue to reform it from the inside? What was the right thing to do?
